Στο μεταίχμιο δύο δεκαετιών, τον Σεπτέμβριο του 1990, οι Queensrÿche κυκλοφορούσαν τον τέταρτο "ολοκληρωμένο" δίσκο τους. Ο διάδοχος του δίσκου "Operation: Mindcrime" έφερε τον τίτλο "Empire" και αποτέλεσε το πλέον επιτυχημένο (εμπορικά) album του Αμερικάνικου συγκροτήματος.

Ο δίσκος γνώρισε αρκετές επανακυκλοφορίες με πλέον πρόσφατη την προ τριετίας (το καλοκαίρι του 2021) σε διπλό βινύλιο από την Capitol Records και σε διπλό cd από την Universal Music Japan. Η εναρκτήριο τραγούδι "Best I Can" φέρει την "υπογραφή" (μουσική και στίχοι) του Chris DeGarmo.

Ήταν το δεύτερο single που "έβγαλε" ο δίσκος και κυκλοφόρησε τον Δεκέμβριο του 1990. Στο βρίσκουμε δύο εκδοχές (radio edit και full length version) του εν λόγω μουσικού κομματιού συν μία ακουστική εκδοχή (1991 acoustic remix) του τραγουδιού "I Dream in Infrared" και μία "ζωντανή" από εμφάνιση της μπάντας στο Τόκιο) εκδοχή του "Prophecy". Τον Νοέμβριο του 2010 ο Geoff Tate μιλώντας στην ιστοσελίδα Get Ready To Rock είχε πει για το "Best I Can":

«It was a situation of us writing about handicapped people and their determination to reach their goals. A lot of people really embraced that song, people with serious disadvantages, and we are happy about that as it was a rallying song to get behind of and kind of inspired them to seek their goals and move in the right direction.»
